TITLE: TUITION AND FEES WAIVERS
PURPOSE
To provide an employee benefit that supports learning, excellence, and opportunity
through the pursuit of lower-cost, lifelong education. To define terms of eligibility
and benefit parameters for each employee group.
STATEMENT
BARGAINING UNIT EMPLOYEES
Staff tuition waivers for employees subject to collective bargaining agreements shall
be governed by their respective agreements; failing such provisions, board policies
and administrative Rules shall apply.
CONTRACTED MANAGEMENT/EXEMPT AND CONFIDENTIAL STAFF
Tuition waivers will include standard tuition and general college fees, for covered
employees and their dependents, for an unlimited number of credits per quarter. For
the purposes of this rule, dependent means a person that can be claimed by the employee
as a dependent for Internal Revenue Service’s purposes or someone who is eligible
for coverage as a dependent under the College’s medical insurance program.
When a waiver is applied to a course which employs either a “differential tuition” or a “cost-recovery” tuition structure, standard tuition rates on a per-credit basis will be applied. (i.e., if a cost recovery program is 17 credits, the waiver will cover the program fee cost up to the dollar amount equal to 17 credits at the standard tuition rate). The remainder shall be the employee’s responsibility.
Covered employees have unlimited access to community education courses at no course fee for employees and their dependents (not including supply, materials, or other supplementary fees).
PART-TIME STAFF
Tuition waivers for credit classes will be granted to part-time LBCC employees within
the following guidelines and depending on the following employee categories:
Part-time Classified, Management/Exempt and Confidential Staff: Tuition charges for one credit course, to a maximum of five (5) credits per term (at the current resident tuition rate) may be waived. The employee must have worked a minimum of one hundred (100) hours during the previous term or worked one hundred (100) hours since using a previous waiver. This waiver shall not apply to cost recovery or differential tuition courses and programs, as defined in Board Policy 7055.
Course fees for one community education non-credit class may be waived. The employee must have worked a minimum of one hundred (100) hours during the previous term or since using a previous waiver. Waivers for community education courses will be granted on a space available basis, if registered for on the last college business day before the class begins or thereafter.
Part-time Faculty: The College agrees to waive tuition charges only for a maximum of one credit course, to a maximum of five (5) credits, per term (at the current resident tuition rate). To qualify, the member must have worked a minimum of three workload credit equivalents or fifty (50) hours during the previous term or since using a previous waiver. In the event that the employee is at the top step of the salary schedule, this for-credit tuition waiver may apply to the member’s spouse, domestic partner, or eligible dependent. All tuition waivers are non-transferable.
For community education classes, the College agrees to waive the course fee for one Community Education class each term on a space available basis, if registered for on the last college business day before the class begins or thereafter.
This waiver shall not apply to cost recovery or differential tuition courses and programs, as defined in Board Policy 7055.
ACCESSING THE WAIVER
Divisions/departments will monitor eligibility for part-time staff in their areas.
When eligible, the employee may access or request a tuition waiver form and submit
it for supervisory approval. All of the above-mentioned tuition waivers are non-transferable.
Except in cases where course work is required to meet the minimum qualifications for a position or assignment, the College shall waive tuition charges for these employees if the College requires course work, external in-service training or other tuition bearing training directly related to the employee’s work assignment.
OTHER USERS
- College Now High School Teachers
Three credits, at the current resident tuition rate per term, for processing a minimum of 15 College Now students. Processing includes completing participation forms, registration forms, and grade sheets. The College Now program will monitor eligibility for College Now high school teachers. - Early Retirees
For the period of time that a staff member meets early retirement criteria (as defined in Board Policy 6115 and AR 6115-02), six credits at the current resident tuition rate per term for the retiree and/or dependents applies.
EXCEPTIONS
College employees who are not covered by this tuition waiver benefit include learn
and earn students, court-ordered community service workers, cooperative work experience
students, and work-study employees.
College administrators may initiate an additional tuition waiver for part-time faculty, classified, management/exempt, and confidential employees if the course is required for in-service training or directly related to the employee's work assignment.
